Two Lakes : Dreams Realized

Summary
Among all the flood solutions that have been considered for Jackson, the flood control lakes, even without reservoir help, prevent the most flooding and create the smallest increase in flood levels elsewhere. The lakes allow the reservoir to finish the job by reducing flood levels everywhere, including downstream. In addition, this is also the plan which returns the most net gain to the central Mississippi region. This increased resource is supposed to be shared by all of the affected communities within the central region of Mississippi. The important thing is that this plan is the one that creates the most worth sharing.
