Proposed flood control
channel is not large enough to provide complete protection
to Jackson metropolitan area. The proposed plan would only
provide protection to about one-half the
area.
The lower
lake plan could provide protection from a 200 year flood to one
hundred percent of all Jackson metropolitan areas if the lower lake
were extended south to just above the Byram area. This would create
a large wide lake above Byram, about five miles long and two miles
wide (See Page 102A). This lake would not require any additional
dredging and would take about eight feet off of a 1979 flood in the
downtown Jackson area and about three and one-half feet off of a
1979 flood in the Richland area. In doing this, the lake would add
an additional one tenth of a foot to flooding downstream. This would
increase the need to take the Barnett Reservoir down to lower than
normal pool levels in 25 year or greater floods. Following the
reservoir discharge procedure would have the net effect of taking .7
feet (8 inches) off of Byram in another 1974 flood with the Richland
– Byram lake in place The Byram lake would add about 45 million
dollars to the original plan. Another way to provide this protection
would be to incorporate the presently designed levees for downtown
Jackson and Richland into the plan. This would add 27 million
dollars to the total plan.
These
options could be kept open while a survey is made to determine if
the added protection is necessary. The survey would determine what
structures would not be protected by the present plan, and what
level of protection specific structures actually need.
There are
some structures that the less extensive plan will not protect: Such
as a concrete block building on South West Street that is used to
detail cars. During the 1979 flood all of the power tools were
placed on the highest shelves. After the flood, the floor and walls
of the building were washed with a hose. There is a metal shed in a
very low area behind a car dealership that is used to wash cars;
only the cars need to be moved. Anyone who has lived in Jackson for
the last 60 years has read about and seen the television reports
about the row of rental houses at the south end of Gallatin and
South West Street; they flood every five years. Surveying may reveal
that these structures are the only types of structure that need the
protection that the Byram lake or added levees would provide. With
time flood prone structures tend to disappear. The buildings that
replace them are constructed at higher elevations.
There are
numerous metal buildings in the Lynch and Town Creek area whose
occupants would suffer considerable loss if their businesses
flooded. The present, less costly plan with improved reservoir
regulation will take seven feet of flooding off of Town Creek in a
100 year flood. This amount of protection downtown should come close
to protecting one hundred percent of these types of businesses from
a 100 year flood.
Some of
these buildings will flood in a 200 year flood event if the lower
most lake is terminated south of downtown Jackson as shown in the
present plan. In deciding how much extra resource should be expended
to protect these businesses from this eventuality, it should be
considered that almost all of the finest buildings that existed in
downtown Jackson more than 50 years ago no longer exist. They have
been replaced with newer ones. These metal buildings will probably
not exist 50 years from now and for this reason alone it is unlikely
they will ever be involved in a 200 year flood.
This plan
provides more protection than the shoccoe dam project, particularly
in northeast Jackson, where the 6.6 feet of reduced flooding that
shoccoe would have provided leaves some homes and businesses subject
to flooding in another 200 year flood. This plan reduces flood
levels over 10 feet and protects all homes and businesses in
northeast Jackson.
The plan would provide
that the Byram, Richland and downtown structures be surveyed to
determine if the construction of a larger lake or the addition of
levees is needed.
The flood
elevations that occurred in the 1979 flood were figured to be the
wave height that resulted from 60 hours (see following discharge
chart) of somewhat steady average peak discharge at the reservoir
during the 200 year flood. A steady state in the flood level was
achieved.
The 60 hour average
peak discharge at the reservoir was 120,000 cubic feet per second.
The flow rate south of the city of Jackson was calculated by
subtracting the impounded water north of Jackson from the reservoir
discharge (see attached at the back discharge spreadsheet). The
impounded volume of water was calculated by averaging the tailwater
rise at the reservoir and the rise of the highway 80 gauge then
multiplying this average rise times the area of the north Jackson
flood plain. Subtracting this volume (in cubic feet per second)
produced the graph below showing the discharge south of
Jackson.
The 60
hour average peak discharge south of Jackson was calculated to be
113,000 cubic feet per second. The above is a graph showing these
two flow rates. We assigned a flow rate of 120,000 cubic feet per
second to the 1979 flood to the interval from the reservoir to above
Town Creek in downtown Jackson and we assigned a flow rate of
113,000 cubic feet per second to the interval from above Town Creek
to Byram. We had to do this because this relationship would have a
significant effect on the improved flood levels once the lower level
flood control lakes had been installed. (The capacity causing this
change will not longer exist.) No change was made in flow rates
south of Jackson because the capacity of the Richland/Byram flood
plain will remain the same as in 1979. (Absolute rates do change
downstream but the relative change caused by the flood control plan
does not.)
With the actual flood
levels established on the 1979 curve, we first projected a new curve
showing the effect of the improved flow course above the weirs. Next
we subtracted 22,000 cubic feet per second from the flow rate above
downtown Jackson to reflect the improved discharge for the reservoir
during a 1979 flood. This new curve was then applied to the graph
for this area of the flood plain only.

We
next plotted a new curve for downtown
Jackson showing the effect of the improved flow course. After doing
this we calculated a new point on the curve by subtracting 22,000
cubic feet per second then adding back 7,000 cubic feet per second
to compensate for the capacity loss from previously flooded areas
upstream.. This provided a relative savings of 15,000 cubic feet per
second due to improved reservoir regulation of flow. We calculated
the effect of this change and produced a new 1979 flood curve for
the downtown area. (See above graph.)
This same 15,000 cubic feet per
second was subtracted from the flood rates at Richland and new flood
levels were calculated. Fourteen thousand cubic feet per second was
subtracted from the flood rates at Byram and new flood levels were
calculated. These elevations were applied to complete the new 1979
flood level curve shown on the above graph.
The 100 year flood curve was
produced by subtracting an additional 22,000 cubic feet per second
(128,000 minus 106,000) from each of the three areas, calculating
the relative change from the actual 1979 flood levels and applying
the results to the graph.
Accuracy was obtained by solving for relative
changes to a known flood level. This was done using the HEC-2
computer program and then cross verified by applying the relative
flow rate changes to the pre-levee flood plain curve made from
actual flow (assuming that the historical data had been impirically
verified) and gauge reading measured in the Jackson flood plain
prior to the levee construction and most bridge construction. The
following shows the pre-levee flood plain curve:
